Transferiram ao Estado as tarefas t\u00edpicas que lhes deveriam caber \u2013 a organiza\u00e7\u00e3o dos consensos, a constru\u00e7\u00e3o da hegemonia, a modelagem da administra\u00e7\u00e3o p\u00fablica, o planejamento do desenvolvimento, a defesa da soberania, em suma, tudo o que poderia configurar um projeto nacional. Pagou-se alto pre\u00e7o pelas \u201cservid\u00f5es da infraestrutura\u201d, que dificultaram a comunica\u00e7\u00e3o entre os grupos sociais. Abriu-se um vazio pol\u00edtico e ideol\u00f3gico, causa de um pesadelo permanente: o da ditadura, das guinadas autorit\u00e1rias, da democracia imperfeita, da hipertrofia dos v\u00e9rtices em detrimento das bases. Com isso, uma parte da estrutura estatal \u2013 os \u201cmilitares\u201d, mais bem organizados \u2013 terminou por agir com maior desenvoltura pol\u00edtica.<\/div>\n<div dir=\"ltr\" style=\"background-color: white; line-height: 1.2; margin-bottom: 0pt; margin-left: 42.55pt; margin-top: 0pt;\">\n<\/div>\n<div dir=\"ltr\" style=\"background-color: white; line-height: 1.2; margin-bottom: 0pt; margin-left: 42.55pt; margin-top: 0pt;\">\nEssa a principal raz\u00e3o que levou Oliveiros a se dedicar sistematicamente ao estudo das interven\u00e7\u00f5es militares no Brasil, de que o melhor exemplo \u00e9 seu livro Os Elos Partidos (2007).<\/div>\n<div dir=\"ltr\" style=\"background-color: white; line-height: 1.2; margin-bottom: 0pt; margin-left: 42.55pt; margin-top: 0pt;\">\n<\/div>\n<div dir=\"ltr\" style=\"background-color: white; line-height: 1.2; margin-bottom: 0pt; margin-left: 42.55pt; margin-top: 0pt;\">\nCom a democratiza\u00e7\u00e3o dos anos 1980, os militares voltaram \u00e0 caserna, a Federa\u00e7\u00e3o perdeu import\u00e2ncia, gra\u00e7as ao avan\u00e7o da crise fiscal, que tamb\u00e9m corroeu a Uni\u00e3o. Houve a globaliza\u00e7\u00e3o, o capitalismo se reorganizou, a sociedade se diferenciou e aprofundou a falta de coordena\u00e7\u00e3o. O Pa\u00eds enveredou por trilhas inquietantes. Na conclus\u00e3o de seu livro de 2007, Oliveiros escrever\u00e1: \u201cN\u00e3o havendo estruturas que impulsionem o processo social, a Pol\u00edtica feneceu. O Mercado, novo deus fen\u00edcio a cobrar sacrif\u00edcios, imp\u00f4s-se como senhor de bara\u00e7o e cutelo\u201d. Na medida em que desapareceu a \u201cGrande Pol\u00edtica, as Ideias\u201d, passou-se a discutir as pessoas, as personalidades.<\/div>\n<div dir=\"ltr\" style=\"background-color: white; line-height: 1.2; margin-bottom: 0pt; margin-left: 42.55pt; margin-top: 0pt;\">\n<\/div>\n<div dir=\"ltr\" style=\"background-color: white; line-height: 1.2; margin-bottom: 0pt; margin-left: 42.55pt; margin-top: 0pt;\">\n&nbsp;\u00c9 onde nos encontramos. Tr\u00eas d\u00e9cadas ap\u00f3s a redemocratiza\u00e7\u00e3o, ainda falta ao Pa\u00eds a solu\u00e7\u00e3o de seu enigma fundacional, o da organiza\u00e7\u00e3o aut\u00f4noma da sociedade e da articula\u00e7\u00e3o entre Estado e mundo da vida social. Continuamos sem sujeitos capazes de promover \u201cpol\u00edticas dirigidas para o futuro\u201d e sem projetos nacionais.
